HONOLULU | The Navy has relieved a Pearl Harbor-based submarine commander of his command after he was drunk at a Navy ROTC event.

U.S. Pacific Fleet submarine force spokesman Lt. Cmdr. Dave Benham said Tuesday that Cmdr. Jeff Cima was found guilty of drunkenness and conduct unbecoming an officer.

Benham says Cima’s squadron commander found him guilty Monday at a captain’s mast, or administrative review.

Cima was removed from his command of the Chicago for misconduct and loss of confidence in his ability to command.

He’s temporarily assigned to Submarine Squadron Three.

grill ripped from teeth of inmate; city to pay

NASHVILLE | City taxpayers are on the hook because a jailer ripped the gold grill from a new inmate’s teeth.

Anthony McCoy was being held in Metro Jail on Nov. 24 on charges including contempt of court for failure to pay child support. A guard, who has been demoted, ripped out the grill, which was glued to his teeth. McCoy’s lawyer said he was in agony for more than a week and did not recieve care.

City lawyers were planning Tuesday night to ask the Nashville Metro Council to approve a $95,000 settlement to avoid a lawsuit.

FARGO | Volunteers were in flood-fighting mode again Tuesday filling sandbags while contractors constructed clay levees along the fast-rising Red River to help protect nearby homes from the murky waters.

Officials don’t expect the river to get as high as last year’s record flood, but near Fargo and neighboring Moorhead, Minn., it is forecast to crest Sunday about 20 feet above the flood stage.

More than 415,000 sandbags were delivered to the area, and residents cleared out their yards to make way for dikes to be built.

Some people do a lot of compulsive buying. It may feel good now that the item has been purchased but this will all go away when the bill comes and there isn?t that much money left for savings.

Can anything be done to stop this from happening? The answer is yes. All the individual has to do is make a budget plan that everyone in the household will follow.

The objective of the family budget is to spend less than how much the individual is actually earning. This could be from the salaries of the spouses and any other investments such as stocks or properties being leased out which is income generating.

The first step in making a budget is making everyone compute how much is actually being spent per month. This is the only for everyone to realize that spending for example $4.00 a day for coffee is actually $80 a month if the individual does this 5 days a week.

The question then becomes if this is necessary? If the family buys coffee for the home, why not just make it then bring it to work in a mug? The money saved can be spent on paying for credit card bills in full rather than paying the minimum and earning interest.

Over the course of last school year, I visited Gwen Mann’s fourth- grade class at Brighton Elementary, the site of one of the public school system’s six reading intervention programs.

School leaders decided to focus the pilot initiative on fourth grade because they say whether a student reads well by then offers critical insight into how well they’ll do in school later and whether they’ll ultimately graduate.

It also says something about their future quality of life.

My late maternal grandmother never learned how to read well. Her schooling stopped in elementary school, before she had a chance to get to fourth grade.

Without the foundation of reading, she struggled to get by as an itinerant day laborer.

For a long stretch, she lived for free in a house in exchange for doing work on a family’s land. The last 15 or so years of her life she lived in government subsidized housing.

When I was young, I thought my grandmother’s lot in life was her own fault. As I matured, I concluded that it wasn’t: She just couldn’t overcome her lack of education. That’s not the case for everyone, but it was the case for her.

I think of the 14 students in Mann’s classroom last school year, and I hope for their future success. I don’t want any of them to experience even one-tenth of what my grandmother did.

I know that each and every one of the students has great potential. More importantly, I believe many of them are also building belief in their own potential. That’s progress in the battle.

Meanwhile, school leaders are looking at the students’ results on the state’s Standards of Learning exams as one indicator of the program’s success.

The results of the participating six schools varied. On the high end of the spectrum, school leaders report that 92 percent of the children enrolled in the initiative at Park View Elementary passed the exams and that about 50 percent of the children in the program across the division passed.

Today I have another measure who?s importance may not be immediately obvious to you. That measure is the actual length of time over which the trading systems results were achieved. Some of you may identify this as the length of the trading system?s track record.

Why is this so important? The main reason that this is so important is that the shorter the track record of the trading system is the less significant the track record may be. A trading system with a short track record may be only cherry picking and displaying the best possible period of trading. Don?t be impressed by some wording like ?made 10% return this month??so what. In my personal best month of trading I made hundreds of times more than the above example of 10%…again, so what. In trading, as in life, there are many things that are a flash in the pan?trading systems, get-rich-quick traders, etc.

Fortunately, you and I realize that success in trading is a marathon and not a sprint as so many would love for it to be.

Then there are partners who invest, but what to have control over it as well. This can cause some headaches as every time you go to make a decision they can challenge you on it.

Another importance of a contract is to determine when each partner gets paid back, this also can save you from the other partner demanding funds. This especially important when the company has or isn’t making much money. If they do go to sue you over this, which in turn could ruin more then your business, as you probably don’t have the funds to pay them back.
